Well, dont buy him the toys and dont let anyone give him cigarettes - problem solved!
Or can he get to shops himself to buy toys - does he have his own money to buy them with???
Flabbergasting that a child would be smoking this young anyway - but also flabbergasting that parents can be so easily manipulated.
