Was a similar situation in SA a few years ago - remains of a newborn baby was found in sanitary waste disposal bin in toilets at TAFE - had been there about a week.
Mother was never traced and eventually some volunteers held a small service and burial for the baby.

Someone organised a little memorial service for the baby girl...still no idea who or where the mother is!
